Re: PMS Reviews and FDR (Fairer Funding)

The emails from Lesley Harrison on 30th December 2014 regarding PMS reviews and FDR funding have raised a number of concerns and queries as you try to understand the implications for your practice.
The team at LLR LMC have been involved in a number of meetings in relation to these matters throughout 2014 with the involvement and support of a number of GPs and Managers. We have carefully reviewed and considered the details of the latest correspondence from Lesley, along with the attachments and the wording of the offering to practices. We have taken detailed advice and sought the help of Glyn Rawlings* a practice manager and local accountant with some considerable insight and expertise on the financial calculations and spread sheet ‘calculators.’
There are three key messages:
- PMS practices can regard the communication, particularly option 3, as relatively good news. LLR LMC have been lobbying hard for an ‘Essex-like’ approach (a six year phased reduction) of PMS funding and option 3 secures this in a common sense way. The loss of the PMS premiums with a reduction to the standard GMS core funding will be a significant financial loss but at least the reduction is phased and practices will be able to plan with some certainty;
- FDR funding will continue until March 31st 2016;
- LLR money (PMS Premiums and FDR funding) will stay in LLR and will stay in General Practice. The three LLR CCGs have agreed to work with LLR LMC to develop criteria to enable all practices (GMS, PMS and aPMS) to make a case to secure funding from a PMS Premium and FDR ‘pot’ held by each CCG for work and services not currently resourced by core funding. This will allow for a new system of ‘more equitable funding’ which should address some of the failings of the Carr-Hill formula;
Glyn Rawlings has agreed to deal with any enquiries from LLR LMC members and he is putting on 2 events next week (Tuesday and Friday) for interested GPs and Practice Managers. He has also agreed to put on additional events in localities if there is sufficient interest. Glyn has mastered the detail of the PMS Premium calculator spread sheet provided by Matt James and produced an adjusted version which allows practices to add bespoke projections for list size growth.
