NHS England has awarded funds for a number of bids for premise developments and improvements. The Infrastructure Fund criteria required practices to present bids to satisfy the key intended outcomes:
- Improving access to general practice (including increased appointment and patient contact time); and/or
- Enhancing services to support patients manage their conditions in community settings, with a measurable reduction in emergency attendances or admissions to hospital for those over 75
664 bids were received in the region.
LLR region submitted 51 bids – 22 of which were supported. The breakdown by CCG is as follows:
Leicester City CCG - 13 bids supported, 3 supported in principle and 5 not supported
ELR CCG – 1 bid supported, 3 supported in principle and 6 not supported
West Leics CCG – 8 bids supported, 4 supported in principle and 8 not supported
Practices should this week have received news confirming whether their bids were supported, supported in principle (further work required) or not supported. We understand that 19 practices in LLR will be disappointed.
The infrastructure fund (minus £10 million which has been diverted to recruitment, retention and returner schemes) will have up to £250 million for each of 2016, 2017 and 2018. We urge practices to contact the LMC to help with bid preparation and review - we can give practical assistance particularly to ensure bids are focused to address scheme criteria and demonstrate awareness of NHSE priorities, namely:
- Clear identified need
- Value for money
- Extent to which the scheme supports the longer-term strategic direction for the local health and care system
- Ability to work with wider public services
- Deliverability in 2015/2016
- Longer term sustainability
